Yes you&#039;re right they generally rise about 1/2 inch to make them an inch tall. Let me think...One of three things come to mind. Is your baking powder fresh? If it is old it can result in a &quot;non-rise&quot; in bake goods. Was the butter cold and cut in to create a fine crumb? (I&#039;m sure it was, but I do have to ask) Lastly how thick did you pat out the dough? It should be at least a half-inch thick before cutting. Then they rise another 1/2 inch during baking. Other than that, I&#039;m not really sure. Are you at a high altitude? 
Let me know if any of this helps. So sorry you didn&#039;t get the results you wanted. I love this recipe and have made it numerous times with great results.
